Why this plan

Chronic coastal flooding affects over 40% of Manasquan residents. Much of our roadway network sits at or below 3 feet of elevation — flooding roughly 112 times a year and causing more than 250 hours of road closures annually, stranding residents, blocking emergency services, and damaging property. Rising seas make it worse every year. Save the Shore is the Borough’s answer: a phased, borough-wide flood defense combining elevated roadways, flood walls, and modernized drainage — built so each phase protects on its own while adding up to protection for the whole town against coastal flooding up to a 5.0′ design elevation.

The Plan, Area by Area

Save the Shore is built in nine construction phases across these project areas. Each phase delivers standalone protection the day it’s finished — and as phases are approved and financed, they’ll be added to the project schedule where you can follow them (and get alerts) like any other Borough project.

Stockton Lake Flood Wall

1,300 ft of bulkhead and 1,200 ft of flood wall raised to 7.0′, with 11 upgraded drainage outfalls. Protects the beach-area evacuation route (currently submerged in a 1-year storm) and 40 residences.

Perrine Blvd Area

2.2 miles of roadway elevated with new water & sewer utilities and 11 upgraded outfalls. Protects 160 homes, the municipal marina, 30 residential docks, and a sanitary sewer lift station.

Engineering estimate: $3.8M
Main Street West of Bridge

Half a mile of elevated roadway plus a 150 ft flood wall, new utilities, and 9 upgraded outfalls. Protects 200 homes, 10 residential docks, and 5 recreational fields.

Engineering estimate: $3.7M
Ocean Avenue Evacuation Route

The beachfront’s primary evacuation route elevated to 6.0′ — safe passage for 1,000+ residential units and 20 businesses up to a 30-year storm.

Main Street East of Bridge

Elevated roadway plus a 550 ft flood wall and 5 upgraded outfalls. Protects 100 homes, the 50-slip municipal marina, public works facilities, and 3 businesses.

Engineering estimate: $1.6M
Brielle Road Area

1.5 miles of roadway elevated including a critical evacuation route, with 4 upgraded outfalls. Protects 370 homes, 4 marinas, and 4 businesses.

Engineering estimate: $6.7M
2nd Ave Area

Elevated roadway with new utilities and 3 upgraded outfalls. Protects 76 homes, the public works facility, a recreational complex, and a house of worship.

Engineering estimate: $2.75M
Road Paving Tie-Ins

1.6 miles of connecting streets elevated across 16 roads — East Main, Euclid, Meadow, Pershing, Rogers, Lockwood, and more — tying the whole system together.
